The frame is based on a slightly-modified original query of @jacek.
@mathew - the query is updated every hour. Counting of mutual tips started as per original frame on October 8 00:00 UTC.
@mvr - the tips don't have to be the same. Query is designed to count all mutual tips, regardless the amount and where they happen.
@travisleroy - yes, the maximum allowed is 15 mutual tips per season. 15 mutual means that both RECEIVED and GIVEN have to be 15 or more to get disqualified. Here is how it looks like in the original query:
WHERE
tips_from_user1_to_user2 >= 15
AND tips_from_user2_to_user1 >= 15
