drop the link into a reply to generate a frame, that when activated will render the op quote
or, install the action from the frame to activate "Make it a quote" on any cast. in the frame that appears, either copy/download the image or click share to get a URL from the webpage you are sent to. post that into the reply to generate the quote image
now that composer actions are a thing, would like to refit this frame into the composer action modal to make this flow easier
