What makes a Villain terrifying?

Uncertainty - This can be derived from wether or not a villain knows a key information.

Motivation - Why they do what they do.

And if they have multiple motivations which are completely opposite and can't be achieved at same time, it make the character more unpredictable.

Do you have the Free Will?

There's a constant force acting against your free will - your physiology, neuro/bio chemistry etc. And the parameter seems to be increasing as we discover more about how our brain function.

But we certainly can draw a line to an extent it might grow. And beyond that you find free will.
