If your Villain is always subject to malice, it becomes less terrifying and you can predict what they do next.
What makes a Villain terrifying?
Uncertainty - This can be derived from wether or not a villain knows a key information.
Motivation - Why they do what they do.
And if they have multiple motivations which are completely opposite and can't be achieved at same time, it make the character more unpredictable.

But we certainly can draw a line to an extent it might grow. And beyond that you find free will.
