New idea for L2 voting:
- With the coming Duncan upgrade, we'll be able to do proofs on L2 about L1 state, allowing voting
- We can also do proofs on L1 about L2 state, because of the output oracle.
Technically you're supposed to wait 7 days, but that's prob overkill 😀
